I have a 1985 Olds 98 and it has a fuse box inside the hood near the fender on the drivers side. it has 2 relays. One for each headlight. Although I don't know about the Cutlass. I would imagine it should have one under the hood too. If anything, check the wires where the headlights are connected, then trace back . You may find a fusible link instead of a relay or fuse. A fusible link is really a wire that burns out when it overloads or shorts out. You can tell when they burn out because they turn black with soot. Make sure the headlights themselves aren't burned out.
